COVID-19 Clinic Bridge Loan


The CMSP Governing Board seeks to support community health centers in responding to the cash flow dynamics resulting from the COVID-19 pandemic emergency by offering these providers bridge loans to assist them in maintaining health care operations during and following the COVID-19 pandemic.

Under the CMSP Bridge Loan Program, approved by the CMSP Governing Board on April 2, 2020, short-term loans are available to any CMSP contracting Federally Qualified Health Center (FQHC), Rural Health Clinic (RHC) and Tribal Health Program (THP). No interest will be charged for the first 12 months and a low interest rate will be charged for balances held longer than 12 months (up to 24 months). Loans may be taken for a period of up to 24 months.

Bridge Loan Requirements

A contracting community health center in one of CMSP’s 35 counties can apply for a bridge loan if the following are met:

  • Provider is a Federally Qualified Health Center (FQHC), Rural Health Clinic (RHC) or Tribal Health Program (THP);
  • Provider is a contracted CMSP provider;
  • Provider agrees to provide reasonable security for the loan (e.g. accounts receivable);
  • Provider agrees to execute a Memorandum of Understanding and Loan Agreement with Security Agreement; and,
  • Provider is in good standing with CMSP (as demonstrated by no current billing issues or investigations, );
  • Loan amount requested by the provider is between ten thousand dollars ($10,000) and three hundred thousand dollars ($300,000)

CMSP Bridge Loan applications will be taken beginning April 20, 2020 through August 31, 2020. After all of the documents have been received and approved, an MOU and Security Agreement will be sent to the community health center for formal execution of the CMSP Bridge Loan.
